Title IX

Title IX of the Education Amendments of 1972 protects people from discrimination based on sex in education programs or activities thatreceive Federal financial assistance. Title IX states that: No person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receiving Federal financial assistance.

Consistent with the requirements of Title IX, Touro University California maintains a policy of non-discrimination against any person in employment or in any of its programs. Title IX protects students and employees from discrimination based on sex in the school's education programs and activities. This means that Title IX protects students and employees in connection with official academic, educational, co-curricular, and other programs of the school, whether those programs take place on school grounds or at an officially sanctioned offsite location.

Title IX requires that students and employees receive fair and equitable treatment in all areas of education. Examples include educational activities and programming directly related to a course of study, recruitment, admissions, financial aid, hiring and retention of employees and benefits and leave.

Touro University California has policies relative to Title IX that support nondiscrimination and prohibit discriminatory behavior including sexual harassment and sexual violence. Such policies apply to all educational programs, services, activities, and facilities. Inquiries concerning the application of Title IX policies or the filing of a specific complaint may be made to TUC's Title IX Coordinator, Zachary Shapiro.

Examples of Title IX violations from the U.S. Department of Education, Office of Civil Rights (OCR)

  • Making repeated (unwelcome) sexual propositions.
  • Unwelcome and inappropriate touching, writing sexually-related graffiti, unwelcome gesturing or joking of a sexual nature.
  • Displaying or distributing sexually explicit drawings, pictures, websites or written materials which are (objectively) offensive.
  • Spreading sexual rumors or treating employees or students based on sexual activity or performance.

TUC Policies on Title IX and the VAWA amendments to the Clery Act

With the VAWA amendments to the Clery Act, Touro University is required to provide all incoming students with information on our policies around Title IX, sexual harassment and violence against women. To fulfill this requirement all TUC students are required to view the TUC Title IX/Safe Campus educational video and successfully complete the post video questions. You and your cohort must complete this video course by Tuesday, September 1, 2026.

Please Note: If you have completed this program through a prior TUC program enrollment, please send your certificate of completion to Helen Frasier, Associate Dean of Student Affairs, hfrasier@touro.edu.

To ensure that all students know our policies and know where to find help, TUC has partnered with Vector Solutions who has produced an educational video series (approximately 90 minutes in length) that has been customized with the TUC policies. All incoming students whether on the Mare Island campus, at satellite facilities, enrolled in virtual courses, or away on rotations are required to view the videos and to complete all of the pre- and post-viewing questions.

Remember, you are required to complete this task by Tuesday, September 1, 2026. If you do not complete the viewing of the video and answer the questions, your next term registration will be blocked and if you have already registered, your courses will be dropped. You will not be allowed to register until we receive documentation that you have completed the video. To ensure that this does not happen to you, please complete this in a timely manner. Please also note: this program deals with specific and in some cases, graphic incidents of sexual misconduct, sexual harassment and sexual violence which may be triggering to some individuals. Be aware of this as you move through the program videos and allow yourself plenty of time to take breaks as needed.
